Youth Employment Coordinator

City of Racine residents will earn a 4% differential on top of the hourly pay range.

INTRODUCTION
The City of Racine is seeking an experienced, collaborative, energetic, and innovative Youth Employment Coordinator to continue the City’s efforts to implement youth employment programs in partnership with City departments. The Youth Employment Coordinator will be responsible for leading the summer’s Youth Employment Program, outreach, and recruitment of City youths to fill positions, building community partnership as a pathway to employment with the City, and creating overall meaningful experiences for City youths.  The Youth Employment Coordinator will work with City Departments to help create and promote internships, mentoring, job shadowing, and other opportunities for the City’s youth to experience and be excited about the wide array of career paths possible within the City of Racine. 


POSITION PURPOSE
The Youth Employment Coordinator will work in the Human Resources Department and report to the Equity Officer. The position is grant funded and authorized through December 31, 2026, as a limited-term employee (LTE) or contracted services.

Note: The candidate will have access to full-time benefits during this term. Extension of the term is possible. 

 

ESSENTIAL DUTIES:

  • Responsible for developing, implementing, and evaluating the Youth Employment Program and address the needs of young people in our community.
  • Responsible for promoting and monitoring all aspects of our summer Youth Employment Program and creating opportunities throughout City departments for City youth to gain meaningful work experience.
  • Organize workshops and training sessions to help youth develop essential workplace skills,
  • Work with the Human Resources Department and other Departments as necessary to connect City youth jobs participants and other City youth into City jobs pipelines.
  • Work with City departments to find and create supervised summer youth employment placements.
  • Perform Human Resources duties including utilizing database system, posting positions, conducting interview, data entry and onboarding.
  • Provide guidance, counseling, and mentorship to young people participating in the program.
  • Design and distribute outreach materials and social media campaigns to promote youth employment opportunities.
  • Build and maintain relationships with schools, employers, and other community organizations to create partnerships and access resources.
  • Recruit, interview, and oversee the selection of candidates.
  • Data collection and analysis
  • Work alongside the payroll department for all payroll and accounting needs
  • Implement programs consistent with the City’s objectives in diversity and equity planning.
  • Identify and assist in the preparation of youth employment grants to bring in additional resources to strengthen these City efforts.
  • Participate in regional, statewide, and national youth employment learning opportunities and collaborations to identify and bring best practices and innovations to the City of Racine.

  • Ability to complete time-sensitive tasks with many interruptions such as phone calls and questions from employees and the general public.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in education, communications, public administration or related field from an accredited college or university.
  • 2 years or more experience managing, implementing and/or enhancing an education or workforce development program.
  • Working with youth of various backgrounds and experiences.

  • Ability to communicate messages and presentations skillfully and effectively to stakeholders clearly and concisely.
  • Demonstrated skills in group facilitation and experience working collaboratively and successfully with staff who hold divergent opinions or viewpoints.
  • Ability to serve as an internal resource, working collaboratively with multiple stakeholders.
  • Knowledge and ability to lead people through a change process.
  • Ability to collect, analyze, and utilize data and provide clear, accessible reports.
  • Strong attention to detail and high level of accuracy.
  • Strong time management and organizational skills with the ability to prioritize work and meet deadlines.
  • Basic proficiency with a variety of computer programs including Microsoft Outlook, Word, Google Docs, Excel, and PowerPoint.
  • Effectively manages multiple, concurrent priorities with minimal supervision.
  • Strong skills to successfully implement, and lead projects from inception through completion.
